　銃撃事件の捜査を、殺人などを通常担当する警視庁の刑事部でなく、公安部が担当することになった経緯も説明した。

　事件後に関口祐弘警察庁次長のもと警察庁幹部らが協議。地下鉄サリン事件などの捜査を刑事部門が担っていたことから「私はサブ（副）でいい」と言ったが、垣見隆刑事局長から「刑事は手いっぱいなので、公安部（警備）にお願いしたい」と話があり、結局、警備部門が主導する形になったという。

　警視庁公安部はオウムによる犯行との見方で捜査。96年5月になり、信徒だった現職の警視庁巡査長が調べに「自分が撃った」と供述した。しかし、警視庁は巡査長を数カ月間にわたりホテルなどにとどまらせ、警察庁幹部や報道機関に投書があるまで警察庁に報告しなかった。「警視庁による組織的な監禁と言われかねない対応だ。供述の裏付けや捜索などを行うべきだった」と指摘する。

　警備局長を離れたあと、警視庁は元巡査長について再捜査し、オウム信徒らとともに逮捕したが、不起訴となった。

　一方、別の現金輸送車襲撃事件などで収監中の受刑者（2024年5月に死亡）が「自分が撃った」と明かし、警視庁刑事部が捜査したこともあったが、立件には至らなかった。
