報道の自由を持ったことがない社会なので、報じる側も、なんの躊躇いもなくお上の言うことをそのまま垂れ流すことが自分の仕事、ということに疑問を持たない。
民主制を持ったことのない国なので、制度の不備を自ら改善する、ということができず、なんの関係もない、個人の自由をとにかく制限する、という方向に行きがちな気がする。

県警幹部は「シカを死なせたり、刃物で傷つけたりすれば文化財保護法違反に問われる可能性がある」と指摘。一方で「シカは言葉を話せないので、骨折や出血など明らかな傷害行為がないと検挙できない」と話す。
県も奈良公園の最寄り駅で電子掲示板を使い、シカにむやみに触れないよう多言語で注意する。ただ、台湾から来た女性（５０）は「シカを触る機会はないので、なでた。周りの人も触っているので問題ないと思った」と話し、効果は限定的だ。
県奈良公園室の担当者は「シカは野生動物。不用意に近づいたり触れたりしないよう周知したい」と強調。「今後はポスターや電子掲示板の設置場所を増やすことを検討している」と話している。
