UbuntuというかLinuxディストリビューションでは大抵の場合は本体の時計がUTCになっているという仮定を置くため。最近のUbuntuならtimedatectl set-local-rtc true、そうでなければlinux rtc localで検索して適当にやっていく

本体の時計をUTCにした上でアプリケーションが現地時間に補正して表示すれば、同じサーバーにログインするユーザーによって「現地」が違っても動作する
