`pleroma.emoji get-packs` の mix task とPleroma-FEのAdminメニュー（あるいはAdmin-FE）での Remote packs は別物なので zip で配布されてるやつを取りに行くのは mix task からやる必要があるかしら
対象のサーバーが共有可能にした emoji packs のリストを取りに行く為のやつっぽいし
テストコード見る感じ、普通にログインするときの instance url みたいな感じかしら
