できそうな表現としては Follow Activity が as:Public かどうかかも

そんな表現はなくてフォローが承認制であることは承認されていない `as:manuallyApprovesFollowers` を使うとか、プロフィールの表示を制限するために HTTP Signature で詳細の取得を制限するとかになると思う
