github.event.actionがこれらだけどgithub.event.releaseが含まれてそうだからその中にREST APIで帰ってくるrelease objectが入ってるのかな？そうなると `github.event.release.prerelease` がbooleanで入ってる？
created, deleted, edited, prereleased, published, released, unpublishedがあるからdraftから変更だとpublishedになるのかな
draft -> prereleaseになったときにprereleaseイベントは発火しないと書かれているので，そのパターンの場合はeventに何が入ってくるのだろうか．

`github.event` に入る値全然わかってないけどwebhookのpayloadsが入ってるならactionにrelease eventのtype入ってそう
