岐阜市の長良橋陸閘に代表されるあの周辺の大小の陸閘は長良川の堤防に切割を掘って道を通している場所を閉じるための閘門やんね。んで、地図を見るとわかるが長良橋の周辺だけは「堤外地」に普通に住宅地やらなんやらが存在しとる。陸閘を閉鎖して堤を閉じた後に長良川が溢れたら……あとはわかるな？
