内部のURLエンコード処理がバグってるのでは説も考えたけど、%22を書いちゃったらそりゃ%が再エンコードされるでしょうよと…

（今まで動いてたのがむしろふしぎ）

なんかバグでもないよなあって気がしてきた
エンコード済の文字列とエンコードしてない文字列を混ぜちゃったら、そりゃエンコード済の文字列の%が再エンコードされちゃうのでは説
