　――バイデン政権の対ウクライナ政策をどうみますか。

　ロシアは強大な軍事大国で核保有国です。そのロシアを打ち負かすことは目標になり得ません。戦争が始まって2年半が経っても、ウクライナが領土の8割を管理下に置いていることは大きな成果です。米国の戦略の柱は、ウクライナができるだけ多くの領土を維持すること、時間をかけて欧州の不可欠な一部となっていくこと、そして、経済が生き残り社会が機能し続けることです。　

　――それが達成できれば、米国の観点からは戦争がこのまま続いてもいいということですか。

　その通りです。2014年以降、ロシアは（一方的に併合を主張したウクライナ南部の）クリミア半島に居座り、欧米は制裁はしたもののしぶしぶ容認しました。8年後、ロシアはウクライナへの全面侵攻に踏み切りました。

　同じことが繰り返されれば破滅的です。戦争を止め、非公式であってもロシアによるウクライナ領の保持を認めた場合、将来さらに侵攻してくる可能性は高い。この紛争を拙速に、不十分な交渉で決着させようとするのは、決着の回避に等しい。ロシアがさらに西側へと進むほど、北大西洋条約機構（NATO）との戦争のリスクは高まります。

　軍事的な勢いはロシアにあり、いま交渉すれば、ウクライナが到底受け入れられない非常に厳しい条件を出してくるでしょう。この紛争が外交交渉で解決される日はおそらく何年も先です。米国の視点からすれば、軍事的に負けず、拙速な外交的解決をめざして失敗するのも避ける政策が適切だと考えます。米国がウクライナ支援を現状以上のレベルに引き上げることはないでしょう。

　――米国がロシア深部への攻撃を認めないことに批判があります。

　米国が長距離攻撃を許可しても、戦争の行方を根本的に変えることはまずないでしょう。また、バイデン政権は当初から、エスカレーション（緊張拡大）は望まない、と明確にしてきました。

　我々はロシアの本当のレッドライン（越えてはならない一線）を知りません。冷戦時代は、西側の兵器がソ連への直接攻撃に使われることは全く考えられず、西側はすでに当時の限界をはるかに超えています。核大国の米ロの間でミスは許されない。政権の懸念は現実的なものに思えます。
