check_enabled_registrations 一応 before action にあるけど， service 層でも見てるの冗長じゃんね．危ない．
@mayaeh 多分，あの節は，403 返すだけで実際にユーザーを作らないようにしているのは，私が指摘したほうなのでは？
rails 知らないので， before action がフローにどういう影響を与えてるのかよくわからん．
