It would be appared on Admin menu, especially for manage federated instances and its status. admins can sort the list of instance by its status.

1) for 'permissions' category, it used for express "write permission" for some group. i.e. creating lists, add user to list, delete users from list.
for other usages, it may replaceable with 'actions', i.e. "clear the queue"
2) 「照会中」will appears on trying to access fediverse by user request. i.e. query some remote toot from search box.
3) This text used in dialog box with yes/no button, to ask webbrowser 'refresh' for apply some settings.
4) 「投稿」used in everywhere in misskey, it generally used for same meaning of 'Note' or 'Notes'
