The only unstable part of this FEP is `@context` values. Currently, `assertionMethod` is defined in DID context, and `Multikey` is defined in its own context, but they will likely be moved to new [`https://www.w3.org/ns/controller/v1`](https://www.w3.org/TR/controller-document/) context. I expect this transition to happen before the end of this year, and then we'll be able to finalize the proposal."
