面白いな。条例に反対して主張するとすれば例えば、
１. Pokémon Sleepは条例にいう「ゲーム」であるが、条例はあくまで努力義務であるため、最終的には各家庭での判断とするべき。
２. Pokémon Sleepは条例にいう「ゲーム」当たらないため、条例に適用はなく、60分（ないし90分）を超えても条例に反することにはならない。

あたりが考えられそうだ。
