さらに「失職を選択されたので申し上げるが…」と前置きした上で、県立大の無償化について「わずか２％弱の学生のための無償化は非常に不適切でやめてほしい。県全体のことを考えるべきだ」と批判。県庁の再整備に関しては「三宮のリニューアルが進む中、元町だけが抜け落ちている。早く考え方を示していただけないと困る」と訴えた。

また大阪府の高校授業料無償化の施策は兵庫県内にも大きな影響を及ぼしており、「吉村洋文府知事と一緒に（大阪府で）仕事されていたのに、どうして意見されなかったのか」と指摘。「県立大の無償化も、プロ野球阪神・オリックスの優勝パレードも、大阪府に歩調を合わせた。協調は大事だが、言いなりになっている県政のありようには若干の疑問がある」と、県政運営の主体性に疑問符を付けた。
