日本の公安警察（＝外国でいうところの秘密警察）

大川原化工機事件の捜査を指揮したのは警視庁公安部外事1課の宮園勇人警部（肩書は当時。以下同じ）だった。「海外の“あるべきではないところ”で大川原化工機の噴霧乾燥器が見つかった」と事件の構図を描いた。公安部は30人規模の捜査チームを結成した。
捜査チームの一員で宮園警部の忠実な部下の1人・安積伸介警部補は立件に向けて「捜査メモ」や「聴取結果報告書」を大量に作成した。
安積警部補は、大川原化工機の島田順司取締役に、殺菌の解釈を誤解させたうえで供述調書に署名捺印するように仕向けた。島田氏の逮捕直後の「弁解録取書」を作成する際、島田氏の指摘に沿った修正をしたように装い、実際には島田氏が発言していない内容の同書を作成し署名捺印させていた。
