@h3y6e Misskey用のエクスポートは私が作成した管理者用のコマンドです。
ユーザーが実行したい場合は別のアプローチが必要です。
絵文字一覧取得のAPIがあるので、それを直接使うか、MastodonやMisskeyで用いられるのと同じ形式のアーカイブにまとめるプログラムを書く必要があります。
@h3y6e 管理者ならtootctl emoji exportでできます。コマンドですね。
ちなみにFedibirdはmisskeyにインポートするためのファイルを吐く機能もあります（独自）
